Add support for flows, including Ticket Closure Summary actions, to trigger again when a ticket is reopened and later closed a second time. Currently, flows only execute once per ticket even if the trigger conditions are met again after reopening. Users want the ability for closure-related automations to run on every qualifying ticket closure so updated summaries and actions can be generated each time a ticket is resolved.
