this is a simple enough fix for CWM PSA and I have submitted the code example(s) needed to resolve this. If your dev team doesn't have it already, ping me.

Notes and images (and attachments) should function the same way as in the PSA's UI. In ConnectWise Manage, yes images should be inline. This is needed! Not only is it strange in the way it presents, but also it creates multiple email notifications for what should have been one single ticket update.
