CoPilot: Identify related tickets and bundle/merge automatically

Simpatico received a few dozen tickets over the weekend of a server going down. In this case, it'd be helpful for CoPilot to identify when related or duplicate tickets are created for the same item so that they can be bundled/merged into one entity.

Thread should be able to merge tickets for the same issue (duplicates) to avoid working out of multiple tickets for the same issue.

Sometimes tickets are submitted in duplicate by accident, or several locations may be affected by the same issue - Thread should have the ability to merge tickets, perhaps through the Planner.

Another good use case for this is the reply all storm.

Maybe there would be a bundle/merge recommended screen.
