Inbox: Public channels and easier channel creation

Original title: Simpler adding of members to channels (member channels, Admin tools)
Channel member management today is cumbersome. We would like the ability to assign members to teams or groups in Inbox and assign those teams/groups to channels in inbox. This will allow us to more efficiently manage a large team in the platform for employee onboarding, off boarding and transfers.

As an admin, I want to see all channels created in Inbox no matter who created them without having to be invited, so that I can support the ops team in creating flows and processes.

Customers like Five Star are often hesitant to roll out Inbox because channel creation is so cumbersome:
- Each channel needs to be manually created by an Admin
- An admin who created a channel can't leave it; they have to display a long list of un-used channels in their own Inbox
- Manually inviting 50+ teammates into channels is extremely time-consuming and finicky

It's inefficient and time-consuming having to add team members one at a time for each channel. Possible solutions:
- create a group of team members that you can add to channels in a single click
- enable duplicate membership for additional channels
- enable selecting team members in bulk when adding

Today,
To add a member to 10 channels requeires that I edit ten channels.
In a company where there ae 50+ technical resources and eventually, eaasly more than a dozen channels, this becomes onerous.
It would make much more sense to, in the admin panel,
select a memeber
then be offered a list of all the cahnnels with check boxes
Another option would be to integrate o-365 distribution groups, assign a group to a channel, and the membership become self adjusting. The member email matches the O-365 email addresses offering a clear matching point.
